CELI's structured governance and management framework

The Centre for Entrepreneurial Learning and Innovation (CELI) operates within a structured governance and management framework that ensures strategic alignment, accountability, and long-term sustainability. The center combines institutional oversight with operational autonomy, enabling it to deliver high-impact entrepreneurship and innovation programs while remaining fully aligned with the mission and policies of the Catholic University of Rwanda.

Governance Structure

CELI functions under the Institut Universitaire de Recherche et Action (IURA), which is housed within the Office of the Vice Chancellor – Planning and Cooperation. Like other research and innovation centers at CUR, CELI enjoys operational autonomy while remaining subject to university governance, academic standards, and financial oversight.

Steering Committee

The CELI Steering Committee provides strategic oversight and policy guidance for the center. It is responsible for ensuring that CELI's activities remain aligned with CUR's strategic priorities, national development goals, and international best practices.

Key responsibilities include:

  • •Reviewing performance indicators and impact reports
  • •Advising on sustainability, partnerships, and resource mobilization
